SUMMARY:Stakeholder Dialogue on Climate Financing
DESCRIPTION:Greetings from the Southern and Eastern Africa Trade Information and Negotiations Institute (SEATINI) Uganda! \nAmidst the pressing climate crisis gripping our planet\, SEATINI Uganda is honored to host a Stakeholders’ Dialogue titled “Leveraging Taxation as a Sustainable Tool for Climate Financing in Uganda.” This pivotal event seeks to convene a diverse array of stakeholders\, including government officials\, civil society representatives\, academia\, climate change activists\, youth advocates\, and media partners\, to engage in robust discussions on addressing the climate financing gap in Uganda. \nUganda\, like many other developing nations\, faces a stark reality: despite the urgent need for climate-related interventions\, the availability of funds falls far short of requirements. Shockingly\, less than 15% of the necessary USD 3.1 billion annually has been allocated for climate interventions in recent years. This dialogue aims to confront this challenge head-on by exploring innovative fiscal policies and tools that can mobilize resources effectively and sustainably. \nKey partners for this dialogue include esteemed organizations such as Oxfam in Uganda\, the Ministry of Finance\, Planning and Economic Development and Pan African Climate Justice Alliance other governmental and non-governmental entities committed to advancing climate resilience in Uganda. Together\, we aim to foster dialogue\, share insights\, and forge collaborative solutions to propel Uganda towards a climate-resilient future. \nEvent Details: \nDate: Thursday\, 28 March 2024 \nTime: 9:00 am – 1:00 pm EAT \nRegister here to join via zoom:  \nWatch live here: https://www.youtube.com/live/ViKodEZZ-GA?si=_t61f1izazvoog04 \nJoin us in shaping Uganda’s climate-resilient future by registering via the link provided above.

SUMMARY:Webinar on Gender Transformative Social Protection Financing for Women and Girls' Economic Empowerment
DESCRIPTION:Social Protection stands as a crucial element in fostering sustained\, inclusive\, and sustainable economic growth globally. However\, despite its importance\, the coverage and effectiveness of social protection systems\, particularly concerning women and girls\, remain inadequate. Gender disparities persist in access to social protection\, with women being disproportionately affected. As a result\, achieving gender equality in key areas such as poverty eradication and economic empowerment necessitates urgent action. \nProblem Statement: Current trends indicate a significant gap in financing gender-transformative social protection systems. The persistent underfunding of such initiatives\, compounded by broader economic challenges like debt and climate crises\, hampers progress. African countries\, in particular\, face significant hurdles in revenue generation and public investment management\, leading to escalating debt burdens and limited fiscal space for critical sectors. \nObjectives of the Session: The webinar aims to explore the interplay between domestic revenue mobilization\, social protection financing\, and gender equality. Key objectives include: \n\nAssessing the impact of austerity measures on social protection financing.\nExploring the role of social protection financing in advancing gender equality and economic empowerment for women and girls.\nEvaluating the potential contribution of existing social protection systems to women’s and girls’ economic empowerment.\nAnalyzing the implications of various social protection financing options on gender inequalities\, particularly in developing countries\, with a focus on Africa.\n\nDate: Thursday\, 21st March 2024 \nTime: 3:00 PM – 4:30 PM EAT \nVenue: Virtual https://bit.ly/4af627j \nOrganizers: This webinar is organized by SEATINI\, AFRODAD\, and GATJ. \nJoin the discussion and contribute to shaping transformative solutions for gender-inclusive social protection financing.

SUMMARY:Session at IISD's Trade and Sustainability Hub- The Role of the WTO in Addressing Trade-Related Climate Policy Tensions
DESCRIPTION:Organizers: Hosted by SEATINI Uganda in collaboration with ATN\, Eco News Africa and TATIC \nEvent Description: \nThis event is strategically scheduled during the WTO’s 13th Ministerial Conference (MC13)\, taking place from 26 to 29 February 2024 in Abu Dhabi\, United Arab Emirates at the Trade + Sustainability Hub. During MC13\, ministers from around the world will convene to review the functioning of the multilateral trading system and take action on the future work of the WTO\, chaired by H.E. Dr Thani bin Ahmed Al Zeyoudi\, UAE’s Minister of State for Foreign Trade. \nTrade + Sustainability Hub serves as a dedicated space for civil society and stakeholders in trade policy to engage in conversations\, bringing their distinct perspectives\, priorities\, and approaches to the forefront. The overarching goal is to address the crucial question of restoring cooperation on trade policy in the context of the MC13 discussions. \nClimate change intensifies existing vulnerabilities globally\, disproportionately affecting vulnerable countries and communities. African economies\, heavily reliant on raw material exports\, encounter challenges in capturing the full value of these resources\, hindering economic diversification and perpetuating vulnerability. Breaking free from this export commodity dependence requires strengthening value chains to process raw minerals into finished products within the continent. \nInitiatives employing trade policy instruments to achieve climate policy goals have gained traction. Efforts under the AfCFTA to promote Regional Value Chains for low-carbon technologies are underway. Meanwhile\, the EU’s Carbon Border Adjustment Mechanism and the United States’ Inflation Reduction Act are unilateral initiatives that impact the environment positively but may conflict with Africa’s goals for a just energy transition. Defining the role of the WTO in harmonizing and ensuring coherent\, mutually supportive trade and climate rules is of paramount importance\, particularly in the MC13 context. \nDate: 27 Feb 2024 \nEvent Time: 14:00 – 15:00 GST \nVenue: Livestreamed from Room B \nRegister here: https://iisd.swoogo.com/trade-and-sustainability-hub-2024/register

DESCRIPTION:The World Trade organization’s (WTO) Thirteenth Ministerial Conference (MC13) will be held from 26 to 29 February 2024 in Abu Dhabi\, United Arab Emirates (UAE). \nThe WTO is a multilateral organization that deals with the rules of trade between nations. At its heart are the WTO agreements\, negotiated and signed by various of the world’s trading nations and ratified in their parliaments. \nThe Ministerial Conference of the WTO meets every two years to make important decisions about existing trade agreements. The Ministerial Conference holds the authority to make decisions on any aspects of all multilateral agreements made under the WTO. \nGiven the importance of trade is as a driver of economic growth and development\, its is imperative that the voices of African countries and the Global South are heard in the multilateral trade negotiations. \nMC13 will build on the achievements of the previous Ministerial Conference (MC12). Thus\, the Thirteenth Ministerial Conference will address several pending issues. Among the issues and priorities which are on the table for discussion and negotiation are; Reform of the WTO including the dispute settlement system\, Fisheries Subsidies; advancing talks on agriculture; addressing climate change among others. However\, the biggest challenge facing the WTO is to deliver on the development agenda and address development related issues which have been on the agenda for a long time in order to maintain the belief and trust of developing countries in the WTO. \nRecognizing this\, it is paramount that Civil Society actors appreciate these issues to enable them to engage at the respective national\, regional and global levels. \nIn light of the above\, SEATINI Uganda and Third World Network Africa (TWN-A) under the auspices of the Africa Trade Network (ATN) are organizing a pre- WTO MC13 Civil Society Webinar on 8th February 2024 to gather and debate views on this important process. \nSpecific Objectives \n\nObtain an update on key negotiation issues and priorities ahead of MC13.\nDiscuss the recent challenges in the World Trade Organisation particularly the budding plurilateral trade arrangements and their implications on the Multilateral Trading System.\nDiscuss and develop a common civil society advocacy agenda for MC13.\n\nExpected outcomes \n\nCSOs increasingly scrutinize and appreciate the key negotiation priorities and issues at the MC 13 and beyond.\nRecommendations developed to address the challenges of the budding plurilateral trade arrangements at the WTO.\nStakeholder engagement and advocacy strategy for participation in the MC13 developed.\n\nDate: 8th January 2024 \nTime: 03:00 PM EAT \nRegister here: https://bit.ly/42uyorS

SUMMARY:Regional High-Level Dialogue on Advancing Local Vaccine Manufacturing and Access in Africa
DESCRIPTION:Regional High-Level Dialogue on Advancing Local Vaccine Manufacturing and Access in Africa\nDate: 07th November 2023 \nOrganizers: Southern and Eastern Africa Trade Information and Negotiations Institute (SEATINI) Uganda and Afya na Haki (Ahaki)\, among other partners. \nEvent Overview: SEATINI Uganda\, a Pan-African NGO dedicated to fostering equitable development through pro-development trade\, investment\, and fiscal policies\, in partnership with Ahaki and other consortium partners\, is convening a pivotal regional high-level dialogue. This event is a cornerstone of the ‘Advancing Regional Vaccine Manufacturing and Access in Africa (ARMA)’ project\, which aims to catalyze strategic advocacy and research to bolster regional vaccine production capabilities within Africa. \nContext: The COVID-19 pandemic has underscored the critical need for equitable and universal vaccine access\, highlighting Africa’s unsustainable reliance on external vaccine sources. With the continent producing less than 1% of its vaccine needs\, the dialogue seeks to address systemic disparities and foster self-reliance in vaccine manufacturing. This initiative aligns with the African Union’s ambitious goal of achieving 60% local vaccine production by 2040 through the Partnership for African Vaccine Manufacturing (PAVM). \nObjectives: The dialogue will focus on: \n\nExamining the impact of trade and related policies on local vaccine manufacturing and access.\nEncouraging regional collaboration in policy formulation and harmonization.\nEstablishing a multi-sectoral platform for stakeholders to discuss the current state of vaccine manufacturing and access.\nSharing new evidence to empower African institutions in achieving health sovereignty.\n\nExpected Outcomes: \n\nEstablishment of a coordinated platform for stakeholders to advance regional vaccine manufacturing.\nStrengthened multi-sectoral collaboration for policy advocacy.\nA campaign roadmap to promote regional vaccine manufacturing and access.\nEnhanced understanding among stakeholders of the evidence needed to strengthen African institutions in health sovereignty.\n\nParticipants: The dialogue will bring together a diverse group of stakeholders\, including Civil Society Organizations\, private sector representatives\, academia\, project partners from across Africa\, regional and national bodies such as Africa CDC\, relevant Ministries\, Departments and Agencies (MDAs)\, CSOs\, ARMA partners\, National Regional Authorities (NRAs)\, and media. \nThis high-level dialogue represents a concerted effort to address the urgent need for Africa to establish a self-sufficient vaccine manufacturing industry. It is a call to action for regional actors to unite in creating a sustainable and equitable future for healthcare in Africa.

SUMMARY:SEATINI to Hold a Session at the WTO Public Forum
DESCRIPTION:Geneva\, Switzerland – As part of the during the World Trade Organization (WTO) Public Forum 2023\, the Southern and Eastern Africa Trade Information and Negotiations Institute (SEATINI) and Third World Network (TWN) – Africa under the umbrella of Africa Trade Network (ATN) are set to hold a session themed; ‘‘Green Trade and Africa-Policy Perspectives’’. This session will be held on Friday\, 15th September 2023 from 12:30-13:45 in Room B\, WTO Building. \nThe Public Forum is the WTO’s largest outreach event\, providing a unique platform for interested stakeholders from around the world to discuss the latest developments in global trade and to propose ways of enhancing the multilateral trading system. The event attracts over 2\,000 representatives each year from civil society\, academia\, business\, government\, international organisations\, and the media. This year’s WTO Public Forum will examine how trade can contribute to a greener and more sustainable future. The Forum will explore how trade can facilitate access to environmental goods\, services and technologies\, help achieving the Paris Agreement’s Nationally Determined Contributions\, and maintain the ambition to limit global warming to 1.5 degrees above pre-industrial levels. \nSession Context \nAfrican economies are confronted with an enduring challenge of structural economic transformation as most economies continue to exhibit features of primary commodity dependence. This challenge accounts for the low trade figures in value-added goods and services in the global economy. \nTo tackle these challenges\, the continent has put in place policy initiatives and frameworks such as the Agenda 2063\, a framework to guide policy choices on the continent. Other policy initiatives are Boosting Intra Africa Trade\, Accelerated Industrial Development in Africa\, Africa’s Continental Free Trade Area (AfCFTA) among others. \nBut Africa’s drive to raise productivity and change the trade narrative is taking place in a rapidly changing global trade policy landscape\, shaped by climate imperatives. This new challenge has exposed the vulnerability of African economies and raises the urgent need for sustainable trade and development solutions. \nIn light of the above\, this session will among others\, critically examine the current state of play and suggest the policy reforms that Africa will need to green its trade and development. \nFor more information\, please contact us via email: info@seatiniuganda.org

SUMMARY:Invitation to a Webinar on Tax Justice and Investment Governance in Africa: 10th November 2022
DESCRIPTION:The Nexus between Tax Justice and Investment Governance in Africa \nOnline Webinar\nThis event will take place at 8-9:30am EST/ 12-1:30pm GMT/ 3-4:30pm EAT. Registration is free but required. Please register here. \nCCSI\, Tax Justice Network Africa (TJN-A)\, and SEATINI-Uganda will host a webinar to discuss tax justice and investment governance. \nTax and investment frameworks interact in a variety of complex ways. While taxation measures are crucial for achieving sustainable development outcomes\, the ability of states to design and implement effective and progressive tax measures can be constrained by investor protections enshrined in investment treaties. Investor claims can seek to rely on treaties to lock in fiscal incentives\, challenge government efforts to collect taxes\, and generally make tax administration and collection more challenging. \nTo facilitate a conversation of these issues in the context of ongoing policy developments\, TJN-A and CCSI are convening a webinar to: \nIncrease stakeholder appreciation and understanding of the links between tax justice and investment governance.\nProvide a platform for engagement between civil society organizations that work on tax and investment.\nStrengthen understanding of the key issues in ongoing tax and investment policymaking processes\, particularly at the African Union level.\nIdentify policy options that can inform negotiations on tax and investment issues.\nSpeakers:\nEverlyn Kavenge\, Policy Assistant\, Tax and Investment\, TJN-A\nAfrica Kiiza\, Consulting Research Fellow\, CCSI\nBrendah Akankunda\, Executive Director\, SEATINI-Uganda\nClaire Provost\, Investigative Journalist\, Author of the report “Taxes on trial: How trade deals threaten tax justice?”\nStefano Prato\, Managing Director\, Society for International Development (SID) (invited)\nRepresentative from The South Centre \nCCSI’s co-organization of this event is supported by GIZ on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ); however\, the views expressed do not necessarily reflect the German government’s official views or policies. \nRegister here; https://columbiauniversity.zoom.us/meeting/register/tJcsd-ChqDsqEtDw5pfkopTnu9Lx-vQFqlWm.
